水庫集水區生態調查評估準則建立與運用研究(1/2)【10008】

本計畫針對石門水庫集水區水域環境生態品質進行調查監測工作,選擇白石溪、卡拉溪、霞雲溪及義興電廠共計12個樣站,進行水域棲地調查及生物調查,與前期計畫調查成果比較,水質因子以濁度、懸浮固體物受工程影響最大,魚類及水生昆蟲可為指標生物。並運用9個棲地評估指標進行生態品質評估,以RBPIII水生昆蟲指標、CQHEI棲地指標及RBP野溪棲地評估指標敏感度高,其中RBP野溪棲地評估指標較能反應治理工程造成棲地變化之關係,具有實務操作性與便利性,其結果可回饋後續工程改善之依據。
此外,為推動集水區保育治理工程之生態保育工作制度化,研擬「水庫集水區工程生態調查評估準則」,依據工程全生命週期之計畫核定、採購、規劃設計、施工及維護管理階段,各階段擬定生態評估作業流程、作業方式及表單系統,提供主辦機關及承辦廠商瞭解執行步驟及介面處理方式。並就準則之機制面及操作面進行要項研析,說明其適用階段、表單系統、定義、作業流程、方法、參考標準等。並透過教育訓練及試辦案例操作過程,修正生態調查評估準則及生態檢核表,使其更具有實務操作功能。

英文摘要:

The first part of this project investigated and evaluated the environmental quality of Shihmen Reservoir Stream Ecosystems. This study done the Stream habitat survey and biodiversity survey at Baishih River, Karla River, Siayun River and Yising power factory as sampling sites and set each site 3 sampling locations. Compared with former studies, this project found that during constructions the turbidity and suspended solids(SS) showed significant disturbance. This study also found that we can use freshwater fishes and aquatic insects as indicator organisms. This project done the ecological quality assessment with 9 evaluation of habitat environment methods, the result showed that aquatic insects index of RBP III, CQHEI and RBP are relatively sensitive. This study proposed the RBP evaluation of habitat environment is the most practical method for use, for its sensitivity and representability.

The second part of this project aimed to normalize ecological conservation on the management of catchment area of reservoirs. This study modified the “Ecological Survey & Assessment Specification on the catchment area of Shihmen Reservoir”, the manuscript made by the Water Resources Agency. This study had made several modifications in order to applied in the real situation, such as the establishment of norms of data sorting method, establishment of standard operating procedures for the whole specification, simplification of assessing methods, simplification of forms and procedures. This project also studied the differences between conservation constructions and their ecological significances, the engagement possibility of ecological experts and the proposition of evaluating systems and feedback by the cases this project surveyed.
